The construction group carried duplicated support functions across business areas and regions.
Average span of control was 4.2, with up to nine layers between CEO and site. Unclear decision rights between central functions and project organisations produced duplication and gaps.
Redesigned the operating model, clarified decision rights, analysed spans and layers, and consolidated the support model.
Layers were reduced to six and average span raised to approximately 6.5. Approximately 450 positions were consolidated into shared functions, with a transition plan and role mapping.
